NOTA DE PRENSA DE FAIR ISAAC USA
August 11, 2004 – (Minneapolis, Minnesota, USA)- Fair Isaac Corporation (NYSE:FIC), the leading provider of analytics and decision technology, today announced that the California Department of Motor Vehicles (DMV) and the State of Kansas are tapping its Fair Isaac Blaze Advisor rules management technology to streamline business processes and enforce legislation. Blaze Advisor is an industry-leading software package that allows design, deployment, execution and maintenance of business rules and policies as part of an automated business application.
Blaze Advisor has become established as the business rules software of choice and an essential component in eGovernment initiatives for many government agencies and social services organizations. Governmental systems make millions of decisions that can change based on election results, voter initiatives, funding availability and other factors, and Blaze Advisor helps agencies quickly update their information systems to execute new legislation, provide critical services and bring in critical operating revenues. The software gives business analysts policy control of implementing new legislation, while its flexible standards-based architecture simplifies development efforts by seamlessly integrating with existing systems and data.
«Government organizations, whether they are at the federal, state or local level, have the formidable task of managing important public policy issues, enforcing regulatory adherence and communicating their activities to many different stakeholders,» said Todd Davis, vice president of enterprise decision management software at Fair Isaac. «Blaze Advisor rules management has given government organizations the flexibility to implement and enforce public policy changes quickly and accurately.»
The California DMV faces the need to standardize, consolidate and centralize the complex task of calculating vehicle registration fees in systems at the DMV headquarters in Sacramento and at 170 DMV field offices distributed throughout the state. Utilizing a Fair Isaac rules-based solution for its Vehicle Registration (VR) fee transactions for vessels, new business rules support for state-mandated laws regarding VR fee penalties can easily be updated with new legislative changes. With a reengineered VR fee system incorporating Fair Isaac’s Blaze Advisor business rules technology, the project facilitates the design and transition to a system that supports the department’s immediate and future business needs, while improving the quality of products and services the DMV offers to its customers.
«Fee calculation rules change often based on specific funding policies and new legislation,» stated Jerrianne Seitz, project manager of the Vehicle Registration Fee Computations Project at the DMV. «While the rules governing fee calculations are driven by laws, their current implementations are challenged by the need to maintain consistency between two legacy systems that are deployed on different software and hardware platforms. Using Blaze Advisor business rules technology will give our non-technical analysts, who are responsible for overseeing legislative compliance, the ability to ensure proper implementation of the rules in our VR fee systems without having to become programmers.»
Rules management systems also provide benefits for managing public and social services. As part of the Lower Income Energy Assistance Program, the State of Kansas annually processes approximately 50,000 applications for financial assistance with energy costs. With numerous regional offices, the state lacked the centralized control needed to keep track of and enforce adjustments based on funding changes and program policies. Now, with a Blaze Advisor rules-based system, the department projects benefits that include the ability to process more applications for assistance without adding staff, more accurate assignment of benefits and providing more convenience for its constituents by letting them use automated self-service channels, such as the Web, at any hour of the day.
«Using a rules management system gives us greater process control and the ability to quickly update our systems based on legislative and budgetary changes,» stated Gary McGirr, technical manager of rules deployment for the State of Kansas Social Rehabilitation Services. «Giving our program analysts the ability to review and modify the social services programs themselves will allow our IT teams to focus on other high value projects for the state. We can be more responsive to the voters while providing better assistance for those in need. We see the use of Blaze Advisor as a benefit to the business analysts, to our residents and to our own systems support personnel.»
Other leading government organizations utilizing Fair Isaac Blaze Advisor as a central component in their eGovernment initiatives include the State of North Dakota, the California Independent System Operator, the California Franchise Tax Board and international government organizations, such as the Dutch Tax Authority and the Singapore Ministry of Manpower.
